A recurring discomfort
Across a wide range of policy domains, organizational settings, and societal challenges, a recurring discomfort is visible. Problems persist despite repeated interventions. Incidents accumulate into patterns. Failures are framed as exceptional, yet reappear with striking regularity. Each time, explanations point to execution errors, insufficient compliance, or flawed implementation, while the underlying structures remain largely unquestioned.
This discomfort is not limited to a specific sector or country. It manifests in public administration, infrastructure management, environmental governance, social security systems, digital platforms, and collective arrangements more broadly. The common denominator is that systems designed to ensure coordination, fairness, and control increasingly struggle to cope with the realities they are meant to govern.
What is at stake is not a lack of effort or intent, but a deeper mismatch between how collective action is organized and the nature of the systems in which it takes place.
From complicated to complex
A crucial distinction for understanding this mismatch is the difference between complicated and complex systems. Complicated systems, such as machines or technical infrastructures, may consist of many components, but their behavior remains largely predictable. With sufficient information and expertise, cause-and-effect relations can be traced and optimized.
Complex systems, by contrast, are characterized by adaptive actors, feedback loops, and non-linear interactions. Outcomes emerge from interaction rather than design, and small changes can have disproportionate effects. Learning, anticipation, and strategic behavior continuously reshape the system itself.
Many governance arrangements implicitly assume a complicated reality, even when they operate in complex environments. They rely on predictability, standardization, and ex ante specification of behavior. As complexity increases, these assumptions become increasingly fragile.
The limits of classical steering logics
Classical steering logics are rooted in three dominant approaches: hierarchical control, market-based coordination, and technocratic optimization. Each of these logics has proven effective in specific contexts, but each also encounters structural limits when confronted with high complexity.
Hierarchical control presupposes that goals can be clearly defined, rules can be uniformly applied, and compliance can be monitored from the center. In complex systems, however, centralization often leads to loss of contextual information, delayed feedback, and rigid responses to dynamic situations.
Market-based coordination relies on price signals and individual rationality to align behavior. While powerful in allocating scarce resources under certain conditions, markets struggle where values are plural, information is asymmetric, and collective outcomes depend on mutual adaptation rather than exchange.
Technocratic optimization seeks to overcome uncertainty through data, models, and automation. Yet increasing computational power does not eliminate complexity. Instead, it often shifts uncertainty elsewhere, while introducing new forms of opacity, rigidity, and dependency.
The recurring discomfort arises where these steering logics are applied beyond the conditions under which they remain effective.
The need for a theoretical exploration
Addressing this discomfort requires more than incremental reform or better implementation. It calls for a theoretical exploration of how collective action can be organized under conditions of complexity, interdependence, and uncertainty.
Such an exploration cannot be confined to a single discipline. It must draw on insights from cybernetics, complexity science, institutional analysis, sociology, economics, and legal theory. Together, these traditions offer complementary perspectives on regulation, emergence, rules, legitimacy, and strategic behavior. Rather than searching for universal solutions, the challenge is to understand which forms of organization remain viable under which conditions, and how governance arrangements can be designed to support adaptive, legitimate, and robust collective action.
